While there is no central authority in the revolution against Gadhafi, some sense of a provisional government is being established in the eastern city of Benghazi: “Rebels from all over the country have now set up their headquarters in the austere-looking building facing the Mediterranean. The new rebel government, established last Saturday, consists of a committee and subcommittees to administer the city and surrounding region. It’s meant to be a provisional government born out of the need to have someone in charge, someone to give orders and instructions.”
